Professional Experience

Mr. Carlberg is President of GMD Solutions, Inc. (Global Marketing & Development Solutions), having been with the company since it was formed in 1996. He was also
Chairman of the Board and Chairman of the Government Security Committee for ETI Engineering, Inc, for five years, under a Proxy Agreement with the Defense
Security Service (DSS) until the company was acquired by BAE Systems. Mr Carlberg is currently a Board Member for M2Global, Inc., San Antonio, Texas, which is
manufacturing parts for the F-35 Joint Strike Fighter and other defense programs.   Prior to joining GMD Solutions, Mr. Carlberg was Senior Vice President for IPAC, Inc.
an international marketing and consulting company, and Director of Government Business Development with Sears World Trade.  

In his government career, Mr. Carlberg (serving as a Colonel in the Air Force) was Special Assistant for International Arms Cooperation to the Under Secretary of Defense
for Acquisition and Director, International Acquisition, for the Department of Defense, retiring from that position and the USAF in October 1983.  Previously, he was Assistant for Contracting and Acquisition Management to the Assistant Secretary of the Air force (SAF/AQ).  He also served in key procurement management staff positions with the Air Force Systems Command and HQ USAF in the Pentagon where he was responsible for acquisition policies relating to a number of USAF weapon systems (F-5E, F-15, F-16, C-141, C-130, C-17, Maverick, among others).  He began his military career as a “contracting officer,” responsible for negotiating, writing and administering Air Force R&D and
production contracts.  He graduated from the US Naval Academy and was commissioned in the US Air Force with his early assignments at Warner Robins AFB
(Air Force Material Command), the Air Force Office of Scientific Research, and the European Office of Aerospace Research in Brussels, Belgium.

 Mr. Carlberg has a broad range of experience in commercial and governmental acquisition and project development activities, with emphasis on structuring complex multinational programs.  He was personally responsible to the Under Secretary of Defense for a variety of special arms cooperation projects with allied countries, and his office was responsible
for the basic policy on co-development, co-production, and other international cooperative programs.  In the course of his career, he worked directly with foreign governments, industry executives, members of Congress, and other government agencies on international agreements. For example,  he participated on the Secretary of Defenses’teams that drafted and negotiated the “Multinational F-16 Fighter Program” with Belgium, Denmark, The Netherlands, and Norway, the F-18 program with Australia and Canada, and a number of other large programs.

At GMD Solutions, he has the overall responsibility for government business, marketing, international countertrade transactions, consulting and project development activities,
and has worked with numerous companies, large and small, to develop new business and projects for over 30 years.  He is a Certified Professional Contracts Manager, and a member of the District of Columbia and Federal Bar Associations.
